Customs Broker for Delivery from China: How Import Is Organized

China retained its position as Ukraine’s main trading partner in 2025. From electronics and consumer goods to industrial equipment, China outpaces other countries in terms of import volume, which is estimated at $19.2 billion. Customs clearance becomes a difficult and stressful stage for many entrepreneurs.

Why Do You Need a Broker When Shipping from China

A broker is a specialist or company that acts as a link between the importer and the State Customs Service of Ukraine. The main task is to ensure legal and максимально fast customs clearance.

It may seem that the most difficult stages of importing are purchasing goods in China and shipping cargo from China to Ukraine. Customs clearance has many nuances, an extensive legal framework, and strict bureaucratic requirements.

Important: involving a specialist does not release the importer from the obligation to provide accurate information and the necessary documents.

It is correct to refer to brokers as customs representatives. Under direct representation, they act on behalf of the importer; under indirect representation, they act in the interests of the importer but in their own name.

Beginners often think they can figure out how to fill out declarations themselves. In practice, a lack of knowledge and experience can lead to cargo being delayed for additional inspections, fines, overpayment of duties and taxes.

This does not mean that it is impossible to clear a shipment through customs independently. The importer can act as the declarant. But how much time and resources will have to be spent understanding Ukrainian Classification of Goods for Foreign Economic Activity (UKT ZED) codes, customs value, and duty calculations? That is why customs clearance is more often delegated to professionals.

The specialist’s work begins long before a container or vehicle carrying the cargo crosses the border. The broker analyzes commercial documents, selects the correct classification codes, and calculates the amount of customs payments (import duties, VAT, excise taxes).

The broker also determines whether certificates or licenses are required for the imported goods. Next, the specialist submits the electronic customs declaration and represents the client’s interests during the clearance process.

There are different cooperation formats:

  • One-time service. The company engages a specialist to process a single shipment.
  • Foreign trade outsourcing. The importer enters into a long-term agreement with a broker/brokerage company. The specialist handles all of the client’s shipments.
  • Technical import (better known as “turnkey”). A logistics or brokerage company acts as the formal contract holder. This approach removes the bureaucratic burden from the actual buyer. The client simply purchases goods that have already been customs cleared in Ukraine.

For the cargo to be successfully released into free circulation, a set of specific documents is required.

Documents for Import

The speed of customs clearance depends on the completeness and accuracy of the documents. The main documents are:

  1. A foreign economic contract with the supplier, specifying the parties’ details, delivery terms, deadlines, amounts, and responsibility for the cargo.
  2. Commercial invoice — an international invoice specifying the exact names, quantities, unit prices, and total value of the shipment.
  3. Packing list — information about gross and net weight, number of packages, type of packaging, and dimensions.
  4. Transport document: bill of lading for sea transportation, air waybill for air transportation, and international CMR consignment note for road logistics.
  5. Customs declaration containing information about the UKT ZED code, value, and country of origin. The document serves as the basis for paying duties, VAT, and excise tax.
  6. Bank and payment documents confirming payment.

Depending on the type of cargo, certificates of conformity, sanitary and epidemiological examination reports, certificates, and other permits may be required.

How Brokers Help Bring Goods from China

The main reason to delegate customs clearance is comprehensive risk reduction. For example, if a customs inspector questions the declared value of the goods, an experienced broker can defend the client’s price based on the legal framework and supporting documents. Without this, the customs value may be adjusted upward, resulting in overpayment of duties.

A specialist performs a huge amount of invisible work: monitoring changes to the Customs Code, anticipating potential disputes, and identifying ways to resolve them.

The ideal option for a business is when customs clearance is part of comprehensive logistics:

  • selecting a trading partner and conducting a legal check;
  • inspecting goods at a warehouse in China;
  • selecting the route and logistics method;
  • finding reliable carriers;
  • customs clearance.

How Much Do Customs Broker Services Cost

Customs clearance rates are not the same for all commercial shipments. On average, the basic price for one declaration starts at several thousand hryvnias, but most companies calculate the cost individually.

What does the service price depend on:

  • Number of UKT ZED codes. If one container of kitchen towels needs to be cleared through customs, this is one product code. Clearing homogeneous cargo is much cheaper and faster. If the shipment consists of different products, dozens or even hundreds of items may need to be classified.
  • Nature and complexity of the cargo. If the goods require additional types of inspection or permits, broker services become more expensive due to the additional workload. Complex categories include food products, cosmetics, children's toys, and chemical products.
  • Frequency of shipments. As a rule, one-time clearance is more expensive than ongoing outsourcing.

Importing goods from China is a highly profitable but complex process. When ordering Chinese products, you will inevitably face customs clearance challenges. Do not risk your shipments: entrust the bureaucracy to DiFFreight professional brokers. This will free up time and resources for the strategic development of your business.
