Certificates are issued prior to customs clearance and are one of the documents that accompany the cargo. Toys, electronics, and children's goods are the primary focus for those importing from China. To sell these items in Ukraine, a certificate is required.
What is it? A document confirming compliance with requirements, standards, and quality norms.
How to obtain a certificate of conformity for products? It is issued by accredited bodies after inspections and/or other assessment procedures. The main regulatory document is the "Law on Technical Regulations and Conformity Assessment."
Here’s what to consider during the process and how to apply for it.
In Ukraine, certification is mandatory for:
For other groups, certification is voluntary. However, a quality mark is not just a marketing tool. On one hand, you might not want to spend money on unnecessary paperwork. On the other, it boosts customer confidence in your product.
Ukraine's technical regulations are harmonized with EU directives. The document is issued after testing in accredited laboratories.
Mandatory since 2019: HACCP (Hazard Analysis and Critical Control Points) and ISO 22000 (an international standard for food safety management systems).
ISO confirms compliance with international quality standards.
A certificate is required for compliance with DBN (State Construction Standards), technical regulations, as well as fire and environmental safety.
These are issued for items that come into contact with the skin: cosmetics, toys, and tableware.
This applies to vehicles, tires, and components which are certified for compliance with technical regulations.

The exact list depends on the category. To speed up the process, it is advisable to contact accredited bodies or consulting firms to assist in document preparation.
The document grants the right to label products as compliant with technical requirements and standards. For products requiring mandatory certification, this marking is compulsory: on the product itself, its accompanying documents, or packaging.
In addition to the conformity mark, the product may feature additional details, such as the number, manufacturer or importer information, production date, and shelf life (for certain categories).
Here's what the conformity mark looks like:
Another version includes numerical designations, where UA stands for the country's Latin abbreviation, TR indicates that the authorized body is designated for conformity assessment work, and YYY is the identification number of the body.
Standards exist for the design and colors of the "trilobed" symbol. Review them before applying the mark.
How Much Does a Certificate of Conformity Cost? Costs depend on the duration and scope of testing and assessment. It is cheaper for imported goods and more expensive for domestic production. On average, the cost starts at 10,000 UAH. Selling goods without the mark and required labeling can result in a fine starting at 34,000 UAH.
This is a significant paperwork process that requires document collection. However, without it, you won’t be able to sell product groups subject to mandatory certification.
